פעוט בסיכון הוא פעוט הנמצא במצב שיש בו חשש ממשי להתפתחותו התקינה, שהועדה קבעה לגביו כי הוא נמצא במצב סיכון ועקב כך הוא צריך לשהות במעון יום, כדי למנוע את הוצאתו מביתו.
