15. אימתי רשאי המגדל להוציא טבק מרשותו
לאחר שניתנה למגדל תעודת אישור כאמור בסעיף 12, רשאי הוא להוביל את הטבק, כולו או מקצתו, לבית חרושת או למחסן מכס, או למכרו, לסוחר או ליצרן, ובלבד שיקויימו התנאים שבסעיפים 16 ו־17.
