החצרים שישמשו להחסנת הטבק יאושרו על ידי המנהל ויתוארו ברשיון; לא ייעשה כל שינוי בחצרים ולא יוחסנו בהם שום טובין, חוץ מטבק, בלי רשות המנהל.
