28. הוצאת טבק לא־מיוצר ממחסן המכס
טבק לא־מיוצר שיובא לישראל, לא יסולק ממחסן המכס בנמל הכניסה או במקום הכניסה אלא על מנת לשוב ולייצאו, בין במישרין ובין במעבר דרך ישראל, או על מנת להובילו לבית חרושת רשוי או למחסנו של סוחר רשוי.
