3. רשיון לגדל טבק
(א)הרוצה לנטוע טבק יגיש, לא יאוחר מיום 31 בינואר של שנת הנטיעה, לפקיד הבלו באזור שבו יינטע הטבק, בקשת רשיון לכך בטופס שנקבע ויפרש בה את גודל החלקה שתינטע; פקיד הבלו, באישורו של המנהל, יתן למבקש את הרשיון בטופס שנקבע.
(ב)מותר ליתן רשיון גם אם הוגשה הבקשה אחרי 31 בינואר, אם הוכח להנחת דעתו של המנהל, שהיתה סיבה סבירה לאיחור.
