37. חובה לנהל פנקס לפי דרישת המנהל
היצרן ירשום בפנקס, בצורה שנקבעה, את הפרטים שידרוש המנהל; הפנקס יישמר בבית החרושת ולרשות הבלו תהיה בכל עת אפשרות של גישה אליו; היצרן לא יבטל ולא ימחק שום חלק מהפנקס ולא ישנה שום פרט הרשום בו אלא לשם תיקון טעות ולאחר שקיבל את הסכמת רשות הבלו.
