תיקון: תשס״ג־2
החלטת ועדת קנסות שלא הוגש עליה ערעור והחלטת בית המשפט בערעור על החלטת ועדת קנסות, דינן בכל הנוגע לאכיפה, כדין פסק דין סופי של בית משפט מוסמך במשפט אזרחי; המועצה רשאית לנכות את הקנס מדמי המכר של צמחים המגיעים לנקנס.
