לא יושמדו עדפי צמחים אלא בהיתר מאת השר או המנהל הכללי של משרד החקלאות, והיתר כזה לא יינתן אלא אם שוכנע נותנו כי לא נמצא להם שימוש לכל מטרה מועילה, לרבות מטרת חסד.
