1. מטרה
מטרתו של חוק זה לקבוע הסדר לעניין הפעלת מעונות יום לפעוטות, ובכלל זה רישוים ופיקוח עליהם, לשם הגנה על שלומם, על זכויותיהם ועל כבודם של פעוטות השוהים במעונות כאמור, כדי לקדם את התפתחותם, ולשם הבטחת מתן תנאים נאותים, מניעת היפגעותם של פעוטות, סביבה חינוכית וטיפולית הולמת לפעוטות אלה ומילוי צורכיהם הגופניים, הרגשיים, החברתיים והחינוכיים.
