מחובתה של כל מועצת עיריה, אגב התחשבות בהוראות פקודה זו, לדאוג לכך כי לכל בית תפוש הנמצא באזורה תהא במרחק לא רב כמות מצויה של מים טהורים אשר תספיק לתצרוכת ולשימוש לצרכיהם של גרי הבית.
