כל המוצא את עצמו מקופח ע״י מודעה, צו או דרישה שניתנו ע״י מועצת עיריה או בשמה, עפ״י סעיף 20 מפקודה זו, הרשות בידו בתוך עשרים ואחד יום מיום ההודעה, הצו או הדרישה או במשך זמן ארוך יותר ששר הפנים יקבענו, לערער עליהם בפני שר הפנים, והחלטתו תהיה החלטה סופית.
