12. תוקף פעולות
(א)מנין חוקי בישיבות המועצה יהיה מחצית מספר חבריה, ודי בכך שמנין זה נכח משעת פתיחת הישיבה.
(ב)קיום המועצה, סמכויותיה ותוקף החלטותיה לא ייפגעו מחמת שנתפנה מקומו של חבר המועצה, או מחמת ליקוי במינויו או בהמשך כהונתו.
