מי שערב פרסומו של חוק זה ברשומות עסק כדין בעיסוק הטעון הרשאה לפי סעיף 21(א), יהא רשאי להמשיך בעיסוקו לאחר תחילתו של חוק זה, בתנאים ועד המועד שקבעו השרים בתקנות באישור ועדת הכלכלה של הכנסת.
