13. פקיעת כהונה
חבר המועצה וחבר המינהלה יחדלו לכהן לפני תום תקופת כהונתם באחת מאלה:
(1)התפטרו במסירת כתב התפטרות לשרים;
(2)אם נתמנו בהיותם עובדי המדינה או העיריה – פרשו משירותם.
