לעניין סעיף 45 לחוק בנק ישראל, התשי״ד–1954, יראו את הסכומים בתקציב הדו־שנתי המתייחסים לכל אחת מהשנים 2009 ו־2010, או לכל אחת מהשנים 2011 ו־2012, לפי העניין, כתקציב השנתי הרגיל לאותה שנת כספים.
