1. מטרת החוק
מטרתו של חוק זה להביא לצמצום הזנות באמצעות קביעת איסור צריכת זנות, כחלק ממהלך משולב הכולל חינוך והסברה לציבור והרחבת דרכי טיפול ושיקום לאוכלוסיות בזנות (בחוק זה – המהלך המשולב לצמצום הזנות), מתוך הכרה במאפייניה הפוגעניים של הזנות ובנזקים הכרוכים בה.
