השר ממונה על ביצועו של פרק זה, והוא רשאי להתקין תקנות בכל ענין הנוגע לביצועו; תקנות לפי סימנים א׳ עד ה׳ בפרק זה יותקנו באישור ועדת הכספים של הכנסת.
