על אף האמור בתקנה 55, רשאיות להצביע נשים שבפנקסי הזיהוי או תעודות הזהות שלהן חסרים תצלומיהן, כשבמקום התצלום הוטבעה החותמת ”בהיתר שר הפנים“.
