ועדת הקלפי תקבע כשרותם או פסלותם של פתקי ההצבעה ומעטפות ההצבעה על פי סעיף 78(א) לחוק ועל פי תקנות אלה, ותערוך פרוטוקול בדבר פסילת הקולות על פי טופס 13 שבתוספת.
