8. סדרי עבודה
(א)רוב חברי הועד הציבורי יהיו מנין חוקי בישיבותיו.
(ב)החלטות הועד הציבורי יתקבלו ברוב קולות; היו הקולות שקולים, יהיה ליושב ראש הועד קול נוסף.
