12. סדר היום באספה
פקיד היערות הראשי ישב ראש באספה וירשום את שמות התושבים שהשתתפו בה, ויבאר למשתתפים באספה את מהותן של הפעולות שעומדים לנקוט בהן כדי לעצור את התפרצותו של סחף החול או כדי להציל את הקרקעות שנסתחפו בחול, וביחוד יבאר את הוראות הפקודה עד כמה שהן נוגעות לתוצאות החלטת האספה.
