השתתפותו של אדם בעבודות עפ״י פקודה זו תהא נקבעת עפ״י תנאים שיקבעו, ואם לא נקבעו התנאים, קובעין את דרך ההשתתפות עפ״י תנאים שיראה אותם מנהל משרד החקלאות כצודקים מתוך שימת לב לכל המסבות שבדבר.
