השר ממונה על ביצוע חוק זה, והוא יקבע הוראות בכל הנוגע לביצועו, לרבות לעניין הדרך להגשת בקשות למחקר ומתן אישורים, ולאחר התייעצות עם שר הביטחון – לעניין תנאים להכרה במוסד ודרכי פיקוח ובקרה.
