הרשות רשאית, בהתייעצות עם רשם הגורמים המאשרים ולאחר שנתנה לכל מאשר חתימה הודמנות להשמיע את טענותיו, לשנות מזמן לזמן את המסמך הטכני; החלטה על שינוי כאמור תיעשה, בין השאר, בהתחשב בעלות הכרוכה בשינוי למאשר חתימה.
