4. תחולה
(א)תקנות אלה יחולו בתחום נכס או מגרש, לפי העניין, על המערכות האלה:
(1)מערכת אספקת מים;
(2)מערכת שפכים בתחום המגרש;
(3)מערכות ניקוז מי גשם וניקוז מערכות המיזוג.
(ב)תקנות אלה יחולו על כל סוגי המבנים שבהם נדרשת התקנת קבועה, אלא אם כן נקבע אחרת.
