2. ניהול הקרן
הקרן תנוהל בידי הנהלה אשר ימנה שר הפנים (להלן – ההנהלה) שתהיה בת שבעה חברים, מהם שני נציגי ציבור שאינם עובדי מדינה שימונו על פי המלצת ועדת הפנים ואיכות הסביבה של הכנסת, שני עובדי משרד האוצר ושלושה עובדי משרד הפנים ובהם מנהל השירות לשמירת איכות הסביבה והוא יהיה היושב ראש.
