9. סמכות בית המשפט
לבית המשפט יהיו הסמכויות הנתונות לבית משפט שלום בענינים שבסדר דין או שבנוהג, לרבות תשלום שכר בטלה לעדים; אולם רשאי בית המשפט שלא להשתמש בסמכות מסמכויות אלה אם נראה לו הדבר מועיל יותר להכרעה צודקת ומהירה.
