12. ישיבה שלא מן המנין
ראש המועצה רשאי לכנס בכל עת ישיבה שלא מן המנין והוא חייב לעשות כן אם לפחות שליש מחברי המועצה הגישו בקשה חתומה בידם המפרטת את סדר יומה של הישיבה; הוגשה בקשה כאמור, תתקיים הישיבה לא יאוחר משבעה ימים אחרי יום משלוח ההזמנות לישיבה, כפי שיקבע ראש המועצה.
