מדי רבעון יגבש ראש המטה לביטחון לאומי, בתיאום עם מזכיר הממשלה ועם ראשי הגופים הנוגעים בדבר, המלצה לראש הממשלה לתכנית לסדר היום של דיוני ועדת השרים לענייני ביטחון לאומי בנושאי אסטרטגיה ומדיניות. אין באמור כדי למנוע מהוועדה לדון בנושאים אחרים שאינם מופיעים בתכנית הרבעונית, ככל שיידרש.
