87. אחריות חברי הממשלה
סעיף 4 לחוק יסוד: הממשלה קובע:
”הממשלה אחראית בפני הכנסת אחריות משותפת; שר אחראי בפני ראש הממשלה לתפקידים שעליהם ממונה השר“.
(א)לא יחלוק שר או סגן שר בעת הופעתו במליאת הכנסת או בוועדה מוועדותיה על החלטה של הממשלה, לא יסתייג ממנה ולא יבקר אותה.
(ב)שרים או נציגיהם המוזמנים להופיע בוועדה מוועדות הכנסת, יביעו את עמדת הממשלה, ובאין עמדת ממשלה יגבשו עמדה משותפת.
