לא יינתן רישיון לעסקים טעוני רישוי כמפורט בטור ב׳ בתוספת, אם נקבעה להם חובת רישוי בחיקוק כמפורט בטור ז׳ בתוספת, כל עוד לא הורשה העסק לפי החיקוק כאמור.
