בעל היתר הפעלה, מי מטעמו ומנהל תפעול, יאפשרו למנהל ולמפקח שהוסמך לפי סימן י״א לפרק ד1 לפקודה להפעיל את סמכויותיהם בהתאם להוראות הסימן האמור.
