45. התחייבויות גבוהות או הקלות מן האמור בכללים
נקבעו בזיכיון, על פי התחייבותו של בעל הזיכיון בהצעתו במכרז, מכסות להפקות ולתכניות מסוגים שונים וסכומי הוצאה לשידורים להפקות ולתכניות מסוגים שונים, העולים על האמור בכללים אלה, או התחייבויות אחרות המחמירות עם בעל הזיכיון מעבר לאמור בכללים אלה, יחולו לגביו, לעניין אותן מכסות, הוצאות או התחייבויות אחרות, הוראות הזיכיון.
