22. אחריות להפרת הכללים
(א)מבלי לגרוע מאחריותו של כל אדם לפי כל דין, הופרה הוראה מהוראות כללים אלה, יראו אותה כהפרה של בעל הזכיון שבשידוריו הופרה ההוראה, וזאת בין אם ידע או היה עליו לדעת על ההפרה ובין אם לאו.
(ב)מבלי לגרוע מהאמור בסעיף קטן (א), חובת שמירתם של כללים אלה מוטלת על כל אחד מעובדי בעל הזכיון ומהפועלים עבורו, וחובתו של בעל הזכיון להבטיח את שמירתם של כללים אלה בידיהם.
