לא ישדר בעל רישיון תשדיר פרסומת שיש בו אלימות יתרה או פניה אל רגש הפחד, אלא אם כן קיים ענין ציבורי מובהק בכך, במידה המתחייבת ובכפוף להוראות כל דין.
