המנהל, בהתייעצות עם המנהל הכללי של משרד הבריאות, יכין תכנית הדרכה בכתב, בעל־פה או בדרך אחרת שיקבעו, עבור האוכלוסיה החשופה לאסבסט, לגבי סיכוני גיהות ובריאות כתוצאה מחשיפה לאסבסט, לרבות הצורך בגמילה מעישון.
