תחילתו של צו זה ביום א׳ בתמוז התשס״ג (1 ביולי 2003) (להלן – יום התחילה) והוא יחול על השתכרות או רווח שמקורם בהימורים, בהגרלות או בפעילות נושאת פרסים שהתקיימו ביום התחילה או לאחריו.
