4. עמידת בעל היתר הפעלה בתנאים
(א)ראה המנהל כי בעל היתר הפעלה אינו מקיים את חיוביו, ימסור לו המנהל הודעה שבה יפרט חיובים אלה, וידרוש את קיומם בציון מועד לביצוע.
(ב)המנהל יאפשר לבעל היתר הפעלה להביא לפניו את טענותיו בכתב לאמור בהודעה לפי תקנת משנה (א), במועד הנקוב בה.
