בעל היתר הפעלה יעניק שירות הסעת נוסעים באורח תקין, סדיר ורצוף, באופן המבטיח נסיעה נוחה ויעילה בהתחשב בצורכי הציבור, לפי תנאי היתר ההפעלה.
