4. מניעת כניסת מבקרים
על אף האמור בסעיף 9(ב)(6) לחוק המעצרים, ובסעיף 13ב(ב) לחוק הנוער (שפיטה, ענישה ודרכי טיפול), התשל״א–1971, הכריז השר כאמור בתקנה 2, לא תתאפשר קבלת מבקרים.
