4. סמכות מוסד תכנון בדיון חוזר
מוסד תכנון המקיים דיון חוזר רשאי להותיר את החלטת ועדת המשנה על כנה, להחזיר את הענין לדיון בועדת המשנה שלגבי החלטתה נדרש הדיון החוזר, עם הוראות או בלעדיהן, או לשנות את החלטת ועדת המשנה.
