14. הגבלת הטיעון
לא תישמע בדיון כל טענה אלא לענין הנימוקים שפורטו בהתנגדות או בחוות הדעת של הוועדה המקומית, אם הוגשה, זולת אם החליט המוסד המכריע לנהוג אחרת, מטעמים מיוחדים שיירשמו, ובמידה שהחליט, הכל בתנאים שהמוסד המכריע ימצא לנכון, או ללא תנאים.
