1. הגדרות
בתקנות אלה –
”השר“ – שר הפנים או מי שהוא הסמיכו לענין תקנות אלה;
”הועדה“ – ועדת המכרזים של מועצת העיריה;
”יושב ראש הועדה“ – חבר מועצת העיריה שמועצת העיריה בחרה בו ליושב ראש;
”מדד“ – מדד המחירים לצרכן שמפרסמת הלשכה המרכזית לסטטיסטיקה;
”המדד היסודי“ – 175.3 נקודות (ממוצע 1985: 100);
”המדד החדש“ – המדד שפורסם לאחרונה לפני יום העדכון.
