2. סמכות מנהל בתי הדין השרעיים
מנהל בתי הדין השרעיים יקבע בתקופת הפגרה קאדים תורניים לבתי הדין השונים, ומוקנית לו הסמכות, בהסכמת נשיא בית הדין השרעי לערעורים, לחלק בין הקאדים את התיקים, באופן שיובטח טיפול שיפוטי בכל העניינים הדחופים בתקופת הפגרה.
