4. הוראות מעבר
(א)צו זה יחול גם על עבירות משמעת שנעברו לפני תחילתו והעובד לא הובא עליהן לדין משמעת על פי הדין שהיה נהוג אותה שעה.
(ב)צו זה לא יחול על עבירות משמעת שניתנה בהם החלטה סופית ערב תחילתו; הליכים תלויים ועומדים בעת תחילתו ימשיכו בהם כאילו צו זה לא ניתן.
