13. שמירת תוקף הדינים
אי־מילוי מקום שנתפנה במועצה אין בו כדי לפסול את עצם קיומה של המועצה או את פעולותיה, או לגרוע מהם באיזה אופן שהוא, ובלבד שנותרו במועצה שני שלישים ממספר חבריה.
