21. אצילת תפקידים של ראש המועצה
סגן ראש המועצה, חבר המועצה או עובד המועצה רשאי למלא את תפקידיו של ראש המועצה ולשמש בסמכויותיו במידה שנאצלו לו בידי ראש המועצה, באישור המועצה, אם באופן כללי ואם לענין מסויים או לסוג מסויים של ענינים.
