77. העברה מסעיף לסעיף באישור השרים
ראש המועצה רשאי, באישור המועצה ובאישור השרים, בכל שנה שהיא, להעביר כספים מסעיף הוצאה אחד שבתקציב למשנהו, ובלבד שהוצאה שהורשתה על ידי העברה כאמור, איננה בניגוד לפקודה או לכל דין אחר ואין עוברים על סך כל הוצאות שבתקציב ובתקציב המילואים.
