2. סייג לתחולה
הוראות חוק־יסוד זה לא יחולו על –
(1)הצעת חוק שענינה פיזור הכנסת ועריכת בחירות;
(2)הצעת חוק תקציבית שבביצועה כרוכה עלות תקציבית שנתית שאינה עולה על 5 מיליון שקלים חדשים בשנת תקציב.
