נאמן של הקדש שהכנסתו השנתית לא עלתה על 3,000 לירות אותה שנה, והגיש למפקח תצהיר המעיד על כך, פטור מהגשת דו״חות לפי תקנה 11 אלא אם המפקח הורה אחרת.
